RIGGERS 5th May 94

  1. Peterborough Parachute Club requested permission to continue to use their Tandem equipment in its current set-up, which is BT canopies, BT drogues and BT bags in Vector containers.
Andy Page is said to be completely happy with it and maintains it on a regular basis. John Curtis pointed out that he has seen this set-up before and was not convinced that it is a good idea. A discussion took place referring to the differences in drogues, after which Andy Page's proposal was seconded by Lofty Thomas.

The Chairman used his casting vote, which was against the proposal. The proposal was therefore defeated by 5 votes to 4.

Further discussion ensued after which it was proposed by Richard Atherton and seconded by Ian Robertson that the Tandem equipment in use at Peterborough is cleared for use until it could be presented to the next Riggers meeting.

It was pointed out that there is usually no time within a meeting to have a proper look at equipment under discussion and a request should be put to Peterborough Parachute Club to present the container at least an hour prior to the next meeting. This would also require a couple of Advanced Riggers to arrive early, who should be contacted prior to the meeting.

Page 4, Item 14 (i), Peterborough Parachute Centre Tandem Alteration. Mr Hewitt advised the Committee that following the last Riggers meeting he had inspected the Tandem equipment being used at Peterborough and was satisfied with the alterations.

It was proposed by Andy Page and seconded by Paul Applegate that Peterborough Parachute Centre be permitted to continue to use their Tandem equipment in its current set-up, which is BT canopies, BT drogues (with changes) and BT bags in Vector containers.

Page 1 - Item 1 - ref. Peterborough Parachute Centre Tandem Alteration. John Curtis was concerned that following the unanimous decision to allow Peterborough P.C. to continue using their Tandem equipment in its current set-up, the description of the set-up included reference to ?BT drogues (with changes) John asked that those changes be clarified for the record.

It was confirmed that there had only been one change, which was the change from a twin pin with a hard black coated cable, to a single pin with a thicker clear plastic coated cable.

iii) Paul Applegate advised the Committee of a letter received from Neil Dixon giving details of modification to the handles on their (Red Devil's) Tandem Vector System.

He stated that the system incorporates two handles for use in reserve drills. One handle was coloured green for canopy release, the other handle for reserve deployment was coloured red. To make the reserve handle more identifiable against the red background of their jump-suits, they have replaced the red loop handle with a yellow one.

There were no objections raised by those present concerning this modification.

Page 7, Item 11 - AOB (iii) At the previous meeting the Committee were given details of a request from the Red Devils of a modification to the handles on their Tandem Vector System. To make the reserve handle more identifiable against the red background of their jump-suits, they had replaced the red loop handle with a yellow one.

John Curtis wished it minuted that should the Red Devils sell or hire this equipment to another organisation, they would change the reserve handle back to the original red. This had actually been stated in the Red Devil?s original request.

7. PARATEC HANDLE MODIFICATION THE TANDEM VECTOR CONTAINER - ANDY PARKIN (NOT CLEARED for general use)

Allan Hewitt gave the meeting, details of a request from Andy Parkin for his Tandem Vector equipment which he had recently acquired to be used with a number of modifications as follows:-

  1. The equipment had been converted to have a Paratec handle
  2. A modification to the RSL: Instead of a ball on the RSL, a tab had been fitted.
  3. Instead of the drogue being attached through the deployment bag direct to the canopy, it now had the deployment bag which was attached to the canopy and the drogue which was attached to the deployment bag.
Some concern was expressed by those present with regard to the RSL being used with the tab instead of a ball being fitted. The meeting were informed that there were other systems in use with the tab fitted on the RSL instead of a ball.

After further discussion on this matter, it was proposed by Allan Hewitt and seconded by John Harding that Andy Parkin's Tandem equipment be accepted for use with the above modifications.

Mr Harding presented the modification to those present, after which it was proposed by John Harding and seconded by Jeff Chandler that the above modification be accepted after the completion of a successful test jump.

It was pointed out to those present that the manufacturers already produce a looped cutaway handle and therefore, Mr Ballard?s handle was an upgrade of this.

It was proposed by Dave Ballard and seconded by Allan Hewitt that the above modification be accepted for use, once it had been inspected by an Advanced Rigger.

4. TANDEM MODIFICATION REQUEST - DAVE BALLARD (NOT CLEARED for general use)

A letter had been received from Dave Ballard, which had been circulated with the Agenda requesting permission to fit a Paratec handle to his Tandem Vector equipment. He had also requested permission to fit the APA?s remaining Tandem Vector with the same modification.

Dave Chapman (Advanced Rigger) would be inspecting Mr Ballard's modification.

The Chairman advised those present that a letter had been received that morning from Jeff Chandler, which was circulated to those present proposing that this modification be authorised on any Tandem Vector system.

The Committee agreed that before they could consider Jeff's proposal it would need to go out as a main Agenda item for discussion at another meeting.

It was proposed by Dave Ballard and seconded by Kim Newton that Mr Ballard?s request be accepted.

    2. Permission to be able to use the Vector Student harness with a Next system and vice versa.
      It was believed by those present that this modification had previously been accepted by the Riggers Committee, but Andy Guest would need to confirm this on the list of Tandem modifications.

      It was proposed by Dave Ballard and seconded by Allan Hewitt that the above permission be accepted with a proviso that the equipment is inspected by an Advanced Rigger.

Page 3, Item 8 - AOB (i). Paul Applegate advised those present that at the previous meeting a number of Tandem clearance requests put forward by Andy Guest had been discussed by the Committee. A letter had been received by Andy Guest concerning this matter, which had been circulated to those present. Mr Guest had stated that the Minutes had not accurately recorded that the following Tandem clearance requests had been accepted by the Committee:

  1. Permission to be able to put a Vector Tandem reserve in a Next Tandem system subject to getting an Advanced Rigger confirming that this was ok.
  2. Permission to have his Vector Tandem systems altered to the Paratec cutaway with secondary handle attached.
The Committee agreed that the above wording confirmed the correct Minute.

The Committee was advised that a letter had been received from Chris Thomas confirming that the Next Tandem container belonging to Mr Guest will accept the EZ 384 main parachute and the Vector 360 reserve.

The Chairman advised those present that Mr Guest had also requested in his letter that the following items be voted on and accepted by the Committee:-

  1. That Tandem drogues being interchangeable.
  2. That Tandem student harnesses being interchangeable.
The Committee agreed that they were unable to vote on the above items that evening as they had not been circulated with the Agenda prior to the meeting and that a formal request would need to be submitted by Andy Guest prior to the next agenda going out.

With the above amendment, it was proposed by Bernadette Whitaker and seconded by John Curtis that the Minutes of the Riggers Committee Meeting of the 7th December 2000 be accepted as a true record.

4. TANDEM MODIFICATION CLEARANCE REQUEST - BILL SHARP (Cleared for All)

A letter had been circulated with the Riggers Agenda from Bill Sharp requesting a Tandem modification clearance.

The equipment was a Tandem Vector and Bill Sharp asked permission to use ‘webbing/tape extensions handles’ to the existing passenger harness quick release buckles, for aiding the release by the Tandem Instructor.

It was proposed by Bill Sharp and seconded by Pete Sizer that the above modification be accepted for general use on Tandem Vector equipment.

4. EQUIPMENT MODIFICATION REQUEST - PETE SIZER. (Cleared for All)

A request has been circulated with the Agenda from Pete Sizer to use a Parachutes de France drogue system in the Tandem Vector System belonging to Paul Austin.

The Parachutes de France drogue assembly comes with twin cables in place of the curved pin, otherwise the dimensions of the drogue and bridle are very similar. The only modification would be to remove the yellow cable from the outer bridle that is used to close the Atom drogue pocket.

Pete Sizer has inspected this modification and supported it fully as a general clearance for Atom drogues to be used on Vector systems.

It was proposed by Pete Sizer and seconded by Pat Walters that the above modification be accepted.

7. TANDEM HARNESS & CONTAINER SYSTEM – INITIAL CLEARANCE REQUEST

A proposal from Malcom Knox (AR) together with supporting paperwork had been circulated with the Agenda requesting that the Relative Workshop Ex- Military Vector Wonderhog Dual Container/ Tandem Harness system (serial no. 43482) be accepted for use.

The Committee noted that the paperwork previously circulated had not identified the specific harness to be used with this particular container.

However, during inspection of the container & harness, which was presented to the meeting it was noted that the harness in use with this particular container had been manufactured by Aircare (Nicky Johnston). It was pointed out that the Aircare harness had never been accepted for use with other containers. Therefore, the Committee could only deal with the particular serial numbered container as presented.

During discussion, it was agreed by those present that any other (similarly modified ex-Military Tandem Vector equipment) would only be accepted for use on an individual basis and that anyone else wishing to obtain a similar clearance for other rigs would need to submit the appropriate paperwork to the Riggers’ Sub-Committee for consideration.

Following further consideration, it was proposed by Malcom Knox (proxy) and seconded by Pete Sizer that this specific Relative Workshop Ex-Military Tandem Vector II Wonderhog Dual Container (serial no. 43482) be accepted for use.

Following consideration, Pete Sizer counter proposed, seconded by Kim Newton that the Tandem Student Harnesses manufactured by Aircare to the Paratec Next design be accepted for use on all Relative Workshop Dual Container Tandem Vector systems, Paratec systems and Aircare systems.

6. STUDENT PARACHUTIST EQUIPMENT CHANGE PROPOSAL

A proposal from Nicky Johnston together with supporting paperwork had been circulated with the Agenda requesting that a Red Paratec Next Tandem Cutaway handle be accepted for use on a UPT Tandem Vector system and that it be cleared for use by all.

The method of change was a direct replacement, checking Teflon cable lengths. A letter from Bill Sharp with his comments on Agenda items 6 & 7 had been tabled to those present, in which he had raised some concern with regard to jumpers getting confused with the various colour combinations.

The Committee acknowledged Bill Sharp’s comments.

Kim Newton also expressed some concern with regard to the inter-changing of component parts, particularly in light of the recent Service Bulletins issued by Strong Enterprises and Paratec.

Pete Sizer confirmed that the Paratec Next handle had been previously accepted for use on the UPT Tandem Vector system in the past and that in these two items, the Committee were just debating colour changes.

Following discussion, it was proposed by Pete Sizer and seconded by Rick Boardman that the above request be accepted.

7. STUDENT PARACHUTIST EQUIPMENT CHANGE PROPOSAL

A proposal from Nicky Johnston together with supporting paperwork has been circulated with the Agenda requesting that a Relative Workshop Tandem Vector reserve handle be coloured yellow and that it be cleared for use by all.

The method of change was to a change the handle colour by use of tape, unless manufactured in yellow as per original part.

Following discussion, the Committee did not foresee an issue of just changing the colour of a reserve or cutaway handle to enable jumpers that have contrasting colours, not to conflict. This was as long as it was a recognised handle and that it still carried the manufacturers mark in the event of a paper trail.

The Committee also felt that providing the above was applied, they could see no reason why similar individual requests involving colour changes to reserve and cutaway handles needed to be brought to the table in the future for acceptance.

Following discussion, it was proposed by Pete Sizer and seconded by Rick Boardman that the above request be accepted.

4. TANDEM HARNESS & CONTAINER SYSTEM – INITIAL CLEARANCE

A proposal from Rick Boardman together with supporting paperwork had been circulated with the Agenda requesting that the Ex-military UPT Vector 2 Tandem TV14 Container (serial no: 35845) with the UPT MVTC-3R (421) reserve canopy (serial no: VR-421-005445) be accepted for use.

Rick had stated that Nicky Johnston was the independent Advanced Rigger who had endorsed the application.

Rick Boardman gave the meeting further details of his request and the equipment concerned was made available for inspection.

It was pointed out that the above canopies were currently grounded by BPA Safety Notice 02/2014.

The Chair reported that correspondence from Mark Procos of UPT regarding the use of the MVTC-3R reserve had been tabled to those present, together with an e-mail from Chris Gilmore who had pointed out that the MVTC-3R, which was a non-TSO’d 421 sqft Ex-Military Reserve canopy had not been accepted for sport parachuting in the UK.

Following discussion, the Committee agreed that the Student harness as presented be used with this specific combination of equipment, providing it was given an identification mark. Rick Boardman agreed to undertake this task.

Following further consideration, it was proposed by Rick Boardman and seconded by Nicky Johnston (proxy) that the Tandem container and reserve canopy (with serial numbers as stated above), which are currently grounded by BPA safety notice (SN 2/14) have their groundings individually lifted and that they be accepted for use together with the UPT Vector 2 Student harness as presented.

6. EQUIPMENT CLEARANCE REQUESTS FOR EX-MILITARY TANDEM EQUIPMENT AND TWO EX-MILITARY STUDENT HARNESSES

A proposal from Ralph Mitchell, together with supporting paperwork and a covering note from the STO has been circulated with the Agenda requesting the following equipment clearances:

a) System #2 That the grey Relative Workshop Ex-military Tandem Vector II TV14 (serial no. 39605) be accepted for use with the VTC 421 reserve and the UPT Student harness.

The Advanced Riggers endorsing/recommending the above equipment clearance requests are Andy Page and Malcom Knox.
